I think minis are to give smaller developers a chance to make games. These licensed types of games are more suited for higher priced psn games.
Well, the trouble is, with the exception of your company (and couple others) smaller developers really aren't. How many Minis have been completely original titles? I think you can count them on one hand, actually. Most are ports from the iPhone or 360Indie Games or WiiWare. (Even one PS2 port)
Honestly, I think some decent competition from Sony would help produce better minis, not just iPhone shovelware (priced $2-6 more than on the iPhone). I mean, with a few exceptions, the PSP doesn't seem to be getting the good iPhone stuff, just the quick and easy stuff to port, I guess.
Also stuff like that would give people an incentive to learn about minis. I can't tell you how many times people ask "Can I play these on a regular PSP?" or "Can I play these on a PS3?". Heck, the Gameloft guy (in a recent Ars Technia article on minis) and Slitherine software guys (on their website) didn't seem to realize they could be played on anything but a PSPGo. Putting big name IP in the mini line could be an incentive for people to learn about it, how it works, and get them buying the games.
