I just saw Velocity on the playstation store but, it is not an excluisive? If I had money I could have easily clicked the buy button.

I'm guessing the message you saw was the one asking if you want to purchase it retail or under PS+, after which it shows you a misleading "available only while you're subscribed to PS+" message even if you've picked the retail option. But, it still goes into your shopping cart when you OK past that.

Good afternoon human chums, Omniscient Binary Wrangler Robin here. Velocity doesn't have a conventional high score table because you don't play it the same way as Coconut Dodge. However Velocity stores your best score, best time, best survivors rescued, xp and PERFECT status on a per-level basis for all 50 levels and 14 bonus levels. It also stores your scores for each of the many mini-games, your status for various cheat modes, whether the hidden music or sound effect systems are active, the secret trail colour option, your credits mini-game status and the status of all 140 trophies. It also works with the PS3 user profile, so different people who use your machine can have different scores and progress saved. (or PSP, or Vita, because of course it runs on all three platforms without flaws of any kind). And it stores your music volume separately from sound effects volume because somebody on these forums suggested that was important.
