So I remembered when Japan got a similar program to the Minis program. Many of the titles were cut up from a mini-game collection that I believed was localized as WTF: Work Time Fun in English (Nintendo did a similar thing with DSiWare and WarioWare titles on GBA). This got me thinking, what if other mini-game collections got cut up too? Notably, Sony's Minna No Sukkiri, a spinoff of the Hot Shots Golf/Everybody's Golf franchise was launched the exact same day as the Minis program here solely in Japan. The title is a mini games collection featuring the likes of book sorting, baseball, and boxing. It would be a perfect title to cut up an release for a dollar or two as a Hot Shots sub series of Minis.
Titles that could be cut up for a Minis release

A lot of the Retro compilations would work well. A la carte they would end up being more than the price one of, but at the same time, in most there are tons of games you don't really want.
Of course the trouble is, not too many retro game collections are actually up on the PSN store, and if devs/publishers can't bother with that, they wouldn't making them individual.
LucasArts Thrillville also had a ton of Minigames in it. They could easily be sold for 99 cents, or $1.99.

The program you're thinking of where the Japanese PS Store got a bunch of Minis-ish mini-games (many of which turned up in the NA and EU stores as Sony's poor contribution to Minis) did not use actual games from WTF (Baito Hell). They were billed as sequels to those mini-games, or at least the ones which had a '2' in the name were. Granted, not all of them had the '2' in the name, so those were either new mini-games or really were rehashes (I'm not familiar with the original, so I wouldn't know).
I wouldn't be against the retro compilations being converted into singleton Minis, but I personally would be more likely to get the compilations. Actually, several of my UMDs are in fact retro compilations: Gradius Collection, Salamander Portable, Twinbee Portable, Parodius Portable, Soldier Collection, Galaxy Fräulein Yuna Collection, Metal Slug Anthology. I don't think I would spring for the Data East Wii collection if it were ported to PSP, though. . . .

Haha, with the release of the four Hot Shot Shorties packs, it proves I am psychic!

Not just those, the Data East games from the Wii collection were (only 4, so I guess they didn't sell enough) and sort of those SNK games (not Minis though).

I am still hoping for Data East's Burger Time. Not the first GB version, but the better arcade color version. Should be a no-brainer.
