I started to learn PSP Programming as a hobby some time ago. Right now I have the PSP Tool Chain and Cygwin installed on my pc for development. When I first heard of the PSP Minis one of the things I was excited about the most was the ability to obtain Official Developer Software free.
So I was wondering, where I can go to get the Official Software for free.
I'm pretty sure you have to buy the dev =kit from Sony. They mentioned that you have to be an established developer, ie at least have made an iPhone title. There is a website that you can go to and apply for a dev kit. I'll see if I can find it for you.

You won't be getting any development software for free.
In order to develop for the PSP you'll firstly need to be a registered company in the business of making games, and secondly you'll have to buy a dev-kit. Last I heard they were £1,500, though the price may have changed since - no idea.
There are probably other hoops to jump through including the signing of various NDAs and other legally binding documents, but that's a start.

i know its $1500 now for the dev kit,
but out of curiosity,
does anyone know what the whole cost would be to develop a mini?
because i know you have to pay for the game to be rated by ESRB,
and i think you also need to pay for a testing tool, unless thats included with the dev kit, but ive barely looked into this.
I believe the ESRB charge for an game with less than $250K in development cost would be $800. Usually the testing equipment is included with the devkit.

well i have essentially no programming experience,
and im still in high school,
but i am hoping one day to get in on this! (though i may be dreaming too big)
so yeah it does help, thanks :D.
i also have another question that has nothing to do with this thread,
you might have no idea (but you seem knowledgeable (or someone else may know)), but do you know what programming language is used in psp development (assuming theres a specific one)?
im pretty sure its c++, but im still curious.

Yes, it's C/C++.
Either via classic "make" and gcc, or via VS integration.
About the costs:
To get started with development it's pretty much "only" the DevKit you need, it comes with the SDK and everything else you need.
Prior to publishing the title you need to have it rated by the facility responsible for the region you want to publish in (ESRB for the US ~800 USD, PEGI for Europe ~500 EUR).
And then, off you go :-)
